That is a honeybucket.
Or, according to wikipedia: "Honey buckets are common in many
rural villages in the state of Alaska, such as those in the
Bethel area of the
Yukon–
Kuskokwim Delta in
Alaska, and are found throughout the rural regions of the state.Honey buckets are used especially where
permafrost makes the installation of
septic systems or
outhouses impractical."
The problem with honey buckets is that they are only five gallons...meaning that if you have a lot of people coming to an event and they're going to be drinking and eating, you're going to want more than one.
